State Department aims to cut fraud in the Diversity Visa Program with stricter identity checks

The U.S. Department of State has proposed new rules for the Diversity Visa (DV) Lottery Program that would require applicants to upload a scanned copy of their passport when submitting an entry.

If finalized, this requirement will take effect beginning with the 2026 DV Lottery, expected to open for entries in October 2025.

What’s Changing?

Currently, applicants do not need a passport to enter the green card lottery. Under the proposed rule, all applicants would be required to:

  • Provide a valid, unexpired passport number

  • Upload a scan of the passport’s photo and signature page

Exceptions will apply only for individuals who are stateless, unable to obtain a passport from a communist-controlled country, or who have received an official waiver from the U.S. government.

Why the Change?

The State Department explained in its Federal Register notice (scheduled for August 8, 2025) that the proposed rule is designed to:

  • Reduce identity fraud

  • Prevent unauthorized or fraudulent third-party entries

  • Strengthen national security screening

According to the government, fraudulent schemes have previously involved entering individuals without their consent and then demanding money once they were selected.

What Applicants Need to Know

If this rule is finalized:

  • You must have a valid, unexpired passport before entering the lottery.

  • You will need to upload a clear scan or photo of the passport’s photo and signature pages in JPEG format, under 5MB.

  • Expired passports or incomplete uploads will result in disqualification.

Timeline

  • The 2026 DV Lottery registration period is expected to open in October 2025.

  • The program is free to enter and open to nationals of countries with historically low immigration rates to the U.S.

  • Selected applicants may apply for green cards during fiscal year 2026.

What Happens Next?

This is still a proposed rule. The public has 45 days to comment, but it is expected to be finalized in time for the upcoming lottery cycle.
